AGREEMENT

on cooperation between the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and the Central Council of Uzbekistan Youth Union for promoting the activities of the Youth Parliament under the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan

The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan (hereinafter referred to as the Legislative Chamber), on the one hand, and the Central Council of Uzbekistan Youth Union (hereinafter referred to as the Youth Union), on the other hand, together referred to as the Parties:

In order to ensure the implementation of paragraph 21 of the State Program, approved by the Decree of the President of the Republic of Uzbekistan of March 2, 2020, DP No.5953, as well as to support young people, increase their legal awareness and literacy, turn young people into a politically active stratum of society, practically enrich their political and legal knowledge and skills, strengthen the sense of involvement in the life of parliament through wide involvement in the legislative and lawmaking process, wide promotion of the adopted laws:

1. To approve the Composition of the Republican Commission of the Youth Parliament under the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan (hereinafter referred to as the Youth Parliament) in accordance with Appendix No.1, the Regulation of the Youth Parliament in accordance with Appendix No.2, the Regulation of the Youth Parliament in accordance with Appendix No.3, Organizational structure according to the Appendix No.4.
2. Uzbekistan Youth Union together with the Republican Commission of the Youth Parliament in accordance with this agreement, within ten days, to hold the first organizational meeting of the commission.

Within the framework of cooperation on promoting the activities of the Youth Parliament, the parties agreed on the following:

 

Article 1

Cooperate in the following main areas:

Creation of conditions for organizing the activities of the Youth Parliament and conducting its activities;

Ensuring the involvement of proactive, highly spiritual, independently-minded youth of all categories with a broad outlook and deep knowledge into the ranks of the Youth Parliament;

Promotion of legal awareness and culture, political knowledge of youth;

Close familiarization of young people with the activities of the Legislative Chamber and deputies;

Ensuring participation of youth in the discussion of draft laws;

Organization of youth dialogues with representatives of the committees of the Legislative Chamber.

 

Article 2

Within the framework of implementation of this Regulation, the Legislative Chamber undertakes to:

Conduct appropriate measures to organize the Youth Parliament.

Create conditions for participation of youth representatives at the meetings to discuss legislative activities, meetings of factions;

Take necessary measures for close acquaintance with the activities of the Legislative Chamber of the Oliy Majlis;

Ensure the participation of youth representatives in discussion of draft laws related to youth issues.

 

Article 3

Within the framework of implementation of this Agreement, the Youth Union undertakes to:

Create conditions for the activities of the Youth Parliament and its members;

Contribute to informing citizens and young people of the essence and significance of laws adopted in the country in the direction of youth policy;

To ensure the involvement of proactive, highly spiritual, independently minded youth of all categories (except for disabled youth) with a broad worldview and deep knowledge into the ranks of the Youth Parliament;

Organize elections among young people who want to become members of the Youth Parliament;

Facilitate the organization and conduction of general meetings of members of the Youth Parliament;

Provide practical and methodological assistance in organizing and conducting events (conferences, workshops, open dialogues, meetings, roundtable discussions) held by the Youth Parliament and its members;

Allocate places in the premises of the territorial councils of the Youth Union for the effective activity of members of the Youth Parliament.

 

Article 4

For cooperation within the framework of this Agreement, the parties shall implement appropriate measures and appoint responsible persons.

 

Article 5

If necessary, the Agreement may be introduced amendments and additions by the agreement of the parties.

 

Article 6

This agreement has been drawn up for an indefinite period and comes into force from the date of its signing.

The party wishing to terminate the agreement shall notify the other party of its intentions in writing at least three (3) months prior to the expected date of termination.

The agreement is drawn up in 2 copies in Russian. Each copy has the same legal force, one of which is kept in the Legislative Chamber, the other in the Youth Union.
