Every visit has a deep meaning and a definite purpose

 

The visit of the country’s Leader to any country or Uzbekistan’s regions is not in vain. On behalf of Uzbekistan, the President communicates with the countries of the world, develops wide-ranging, multi-dimensional diplomatic relations, and strengthens cooperation and friendship.

The visit of the head of state to every region of the country has a deep meaning and a definite purpose. Especially during the visits to Fergana, Tashkent, and Bukhara regions, a completely new approach was adopted. Looking at today’s complex times, life and death issues were discussed with the testimony and participation of all the officials of our country on the example of a specific region.

Achievements were recognized, and several shortcomings and problematic issues of the country were analyzed in depth. Officials were assigned tasks that serve specific results. Most of them are related to socio-economic issues, program goals of the People’s Democratic Party of Uzbekistan, and ensuring the rights and interests of the electorate.

Organizations of this party at all levels should encourage the deputies’ corps in the whole country to be more responsible as the ones responsible for vigilance, deputies, and public control. Activists of the People’s Democratic Party deeply understand this and express their opinions and opinions about the issues that the President emphasizes, the ideas and initiatives that he puts forward, and the tasks that are firmly set on the agenda.

 

Sherzod RAKHMONOV,

Deputy of the Legislative Chamber of the Oliy Majlis, Member of the PDPU faction of Uzbekistan:

– Economic development, improvement of life in mahallas, people’s satisfaction with the state depend on various factors.

At the videoconference chaired by the President during his visit to Bukhara region, two of the most important issues for today – food and energy safety – were discussed in depth. In particular, tasks were defined in terms of maintaining price stability by increasing food production and guaranteeing the population and economic sectors with energy resources.

Of course, there are results in this regard. For example, last year conditions were created for citizens to engage in farming and produce quality agricultural products. That is, 200,000 hectares of arable land were allocated to our compatriots due to the reduction of cotton-grain areas in order for the population to earn a decent income.

As a result, 700,000 residents were provided with permanent and 1,300,000 seasonal jobs. Delivery of potatoes, onions, carrots, and several other products to the domestic market contributes to price stability. The income of more than 605,000 farmers increased and their living conditions improved.

The fact that the Head of state has put forward new initiatives and ideas in this direction is increasing the public’s support for reforms.

In particular, at the initial stage, arable land for the cultivation of agricultural products was allocated to citizens for a period of 10 years. Commenting on this, the Head of state criticized the governors for not being able to properly organize the effective use of the allocated land.

In particular, 13,000 hectares, or 8 percent of the total land is neglected due to poor water supply and productivity. Only 15 percent of land in Bukhara, Kashkadarya, and Namangan was given to needy families.

Taking this into account, it was decided to extend the lease terms of 73,000 hectares of land allocated for a period of 10 years to 30 years at the initial stage. Of course, the work of citizens who effectively used such a convenient opportunity and made a good income from the land is taken into account, and their interest is further increased. Our people support such a fair approach as it encourages work and the pursuit of goodness.

It was also noted that 10 hectares of 100,000 hectares of vacant pastures would be leased to citizens for 10 years to provide the population with quality livestock products.

The happy thing for our party is that when the land is allocated to the needy people included in the “Social Protection Register”, it was decided that they will be exempted from all payments. All our deputies and members are satisfied with the creation of opportunities, and at the same time, they understand the need to strengthen the deputies’ and public control.

Because every opportunity creates a basis for many citizens who do not have a job and who have returned from abroad to get a job and an additional source of income.

Also, several conditions are being created for entrepreneurs producing agricultural products. As a result, the number of entrepreneurs engaged in the activity of greenhouses growing gourds has increased year by year, and the area of greenhouses has increased 3 times. It is gratifying that the manufactured products have increased from 90,000 tons to 300,000 tons, and more than 150,000 citizens have been provided with work and income.

Measures of state support in this field open the door of opportunities and become the basis for further expansion of the sphere. This, of course, serves to increase food insecurity in the country and ensure price stability. At the same time, it further develops export potential.

– Large-scale landscaping of houses and mahallas is becoming the most urgent task today.

During the visit of our Head of state to Bukhara region, at the meeting held in Romitan district, within the framework of the nationwide project “Green Space”, a major program was adopted to increase the level of greening in all regions to 30%, for this purpose, it was emphasized that each region should plant 15 million tree saplings in the spring and autumn seasons, and the need to establish “green belts” around all cities.

The Head of our state emphasized the need to improve the ecological situation in the regions, create a comfortable living environment and clean air for the population, and instructed the leaders of all systems and regions to intensify the promotion work on the improvement and greening of neighborhoods, settlements, multi-storey buildings, courtyards.

It is a guarantee of our prosperous future that every person should be involved in such good works that are being carried out throughout our country today. After all, it is the main task of parents to give a child a suitable name, to educate him, and to make him professional. At the same time, when a child is born in the household, it is considered a tradition to plant a sapling. The Head of our state emphasized the importance of redeveloping this tradition and turning it into a permanent culture.

Let’s look at the issue in numbers. 15,797 births were registered by the registry offices of Bukhara region during 5 months of this year. If 5 seedlings are transplanted for every baby born, their number will be close to 80,000. If we multiply these numbers by the number of children who can be born in the region and the country in one year, it is natural that the numbers will increase even more.

When most of our compatriots get money, they get married, build a house, and buy a car. If we make it a habit and tradition to plant trees next to them, there will be no need for a separate project or hassles. People who love luxury will spend millions on events lasting a few hours. A seedling planted under the leadership of older people grows together with a new guest. It adds grace to the grace of house, mahalla, and country.

Each corner has its own nature, and Bukhara is located in the depths, so the land and water are salty. Taking this into account, it is necessary to plant climate-resistant trees.

However, the future fate of the seedlings planted in some waterlogged areas does not matter to many. It is a pity that the sprouts are neglected and wither.

At the meeting, the Head of the state instructed the leaders of the respective regions to plant the same number of saplings in the regions with good water supply instead of 10 million trees that were neglected. Also, starting the cultivation of seedlings on 1.5 thousand hectares of forest farms based on household farming, thereby providing employment to at least 10 thousand people, and creating a system of guaranteed purchase of each seedling necessity was emphasized.

There are forestry farms in 3 districts of Bukhara region, where various ornamental tree seedlings and fruit trees are grown. To plant millions of seedlings, it is necessary to establish such farms in every district, and to encourage our peasants and farmers in this direction.

It was emphasized that it is necessary to popularize the planting of poplar saplings planted by our ancestors on the roadsides. I think this is the most viable initiative. Because there is no need for a separate investment or additional funds for planting poplar. A little desire and hard work is enough.

We know that poplars are planted in a pen position. Especially if blue poplars are planted, they can be used in the construction industry in a few years. This will also reduce the demand for expensive imported timber. As a result, prices in the domestic market stabilize.

For this purpose, a task was given to create conditions for the distribution of roadsides to people by concluding a contract for a certain period of time. Of course, it is important to ensure that only planted poplars are given to him. Where there is an interest, there is a result.

Therefore, I think that every family should support the initiative of the Head of state, and treat poplar and vine planting not as an obligation, but as a value and a duty to nature. Together with the deputies, party activists, and intellectuals, we will strengthen outreach and explanation work in this regard.

– Society has changed, and our people’s thoughts and attitudes to life have changed. Especially the achieved results in the way of rapid development of economic sectors and opening a wide path to entrepreneurship, creation of new jobs, reduction of poverty and improvement of the population’s well-being, development of our cities and villages, raising the reputation of our country at the international level increase the demands of each of our compatriots towards themselves and the state.

During his visit to our region, the Head of state got acquainted with the activities of enterprises and new projects in the Angren Free Economic Zone located in Akhangaran district, Angren, and Akhangaran cities. Until recently, these lands were deserts and steppes, and today they are becoming prosperous and developed industrial infrastructure. By the end of the year, 100 projects worth an additional $180 million are expected to be launched in Akhangaran district by using new opportunities.

In general, it was noted that by the end of the year, Tashkent region has all the possibilities to start projects worth $2 billion and add an additional 1 trillion UZS to the budget through effective organization of work.

Also, new industrial, service, and social sector complexes in Tashkent region were launched. They produce cement, yarn, textiles, pharmaceuticals, enriched kaolin, chemical products, drip irrigation hoses, and non-ferrous metals. In general, it is planned to create more than 3 thousand new jobs in these enterprises.

Social protection of the population, and ensuring employment is considered one of the most priority directions of our state policy. In particular, it is important to provide people with home and work and support those who want to start their own business. Because not everyone is an entrepreneur. And those who are active encourage those around them to do the same and ensure people’s employment, at least they will not be economically dependent. A person with the opportunity will take steps toward his big dreams and goals, and his outlook and plans will change.

At the same time, the number of taxpayers will increase. The amount of budget revenues will increase. This means a new school, a kindergarten, medical facilities, modern sports grounds, and an increase in pensions and allowances. In a word, it serves the well-being of life.

But for this, the approach is important. As the Head of our state noted, it is necessary for tax collectors to look at entrepreneurs not from the point of view of collecting money, but by supporting them as a source of growth and expansion of the tax base.

 

Savron MIRZAYEV,

– Another issue. Admittedly, there are delays in ensuring that subsidies reach their owners on time. It was noted that the system of purchasing labor tools and products necessary for entrepreneurship at the expense of subsidies given through employment, youth, and women’s funds, and family loans in the organization of mahalla chairpersons and assistant hokims is not working well.

For example, funds are not given directly to the population. It will be transferred to the “suppliers who won the tenders” through the “Mahallabay” and Youth agencies and the marketplaces of the Central Bank. That is, there is no choice, people have to buy whatever the sellers on the electronic platforms of the agency or bank offer at whatever price. All of them are representatives of the electorate of our party.

The offered products and services are 20-25 percent more expensive than the market as if the population does not have a choice. As a result, there are frequent occasions when the received loan funds put families in a more difficult situation. Problems related to the repayment of the received debt are the cause of misunderstandings between banks and people. For this reason, the General Prosecutor’s Office, the Accounts Chamber was assigned to check the transparency of the activities of marketplaces that provide products and services to the population at the expense of privileged funds.

Of course, we support it. But this application must be practical, with a clear result. General criticism is not effective in the work of deputies, name-calling does not bring prestige to the deputy or our party. Therefore, the party group in each region must work based on the subsidy effectiveness plan.

Funds allocated for protection and support will reach their owners directly and their spending on more products and services will increase the economic activity of the population. We need to consider ourselves as one of those responsible for the proper functioning of this system.

 

Dilbar MAMAJONOVA,

Deputy of the Legislative Chamber of the Oliy Majlis, Member of the PDP faction of Uzbekistan:

– Peace and tranquility. These two words contain concepts that serve not only the development of a country, but also the entire humanity. The reason is that wherever there is peace, there is a blessing, and people strive towards their dream goals. And calmness means that a person is satisfied with his life and has no serious problems. In this sense, at the core of today’s reforms are shared understandings of the noble goals of our people.

I was once again convinced of the opinions expressed by the Head of our state during his visit to Fergana. Because to please people, it is necessary to solve their socio-economic problems first. It is true that the issues mentioned at the meeting of video selectors in the region encouraged us to think deeply, to reform our work and ourselves.

As noted, at the pre-election meeting held in the region, great achievements were made in improving the living conditions of Fergana residents, attracting active investments to the economy of the region, and increasing the income of the population. Our compatriots are waiting for clear results today. Therefore, it was emphasized that governors or ministers should not get away with showing newly built objects. By studying and assessing the issue from the inside, it becomes clear who is working and how.

In general, the Leader of the country approached the affairs in Ferhana with a critical and analytical perspective and took drastic measures. Because the region, which has been at the forefront in many directions, is getting unsatisfactory results today. For example, it was mentioned by numbers that the indicators of investment attraction have almost decreased twice compared to last year.

Also, Fergana, once one of the leaders in terms of industrial growth, fell to 12th place due to the results of the last six months. It was stated that the reason for this was that the activities were not started in the same way in all districts. The situation in terms of providing the population with affordable and high-quality housing is not good. Only 42 out of the 212 houses planned to be built in the region this year, have been put into use.

Analyzing the numbers in the sector, the missed opportunities and the reasons for this were also mentioned. Of course, measures were also taken against the irresponsible leaders.

At the meeting, according to the President’s order, officials from the country were assigned to each district and city to identify the untapped potential of the region and to implement them.

For example, Beshariq has every opportunity to start 19 large projects worth $100 million and provide an additional 10 billion UZS of tax revenue this year. This year, 14,000 people will have a permanent job and a source of income.

The President announced mobilization until the end of the year to implement this experiment, which began in Fergana, in all regions.

 

Gulchekhra JURAYEVA,

Deputy Head of the Family and Women’s Department of Fergana region, member of the People’s Democratic Party of Uzbekistan group in the Regional Council:

– We know that families make up society. Family peace also directly serves peace in the country. Naturally, it is important to solve their problems. For this purpose, our state is taking several measures. For example, due to the increase of minimum consumption expenses from 500,000 UZS to 570,000 UZS, another 9,000 families in Fergana joined the category of poor. Therefore, the officials were instructed to attach hokim’s assistants to each of these families and take measures to increase their income.

In Fergana, residents were instructed to exchange 1,157 hectares of arable land, which was put up for auction for agriculture, and the buyer was not identified, to areas convenient for the population, and to create at least 15,000 jobs on these lands.

In many other areas, tasks serving to improve the well-being of the population were assigned. Controlling their implementation is a great responsibility for us deputies. If we approach with the view that “the head of state has given a task, it will be fulfilled even if we do not control it”, we are mistaken.

Therefore, our actions and words should be thought out accordingly. To ask the local executive authority to account, first of all, the deputy must have knowledge and experience. If the right conclusions are drawn from the expressed opinions and valid criticisms and actions are taken, then the duty to the conscience will be fulfilled, not only for the people, but also for the conscience.
