Several draft laws discussed

 

At a meeting of the faction of the People’s Democratic Party, important draft laws were considered to alleviate the burden of the population and strengthen the foundations of legal statehood.

Among them is the draft law “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan in connection with improving land legislation”.

The document introduces additions to the Civil and Land Codes regarding the easement agreement, the rights and obligations of easement participants, and the rules for changing the easement, canceling the easement, paying for the easement, and establishing a public easement.

For information, the easement is the right to limited use of other people’s property. In addition, the draft law establishes the procedure for transferring rights and obligations to another person to the object of lease relations (sublease), providing land plots for rent, and specifies the grounds for terminating the right of ownership of individuals and legal entities to land.

It was noted that the draft law would expand lease relations, legal regulation of concerns related to the establishment of servitude, and reliable protection of the rights of landowners, land users, tenants, and owners of land plots.

The draft law “On introducing amendments and addenda to the Constitutional Law of the Republic of Uzbekistan “On the Constitutional Court of the Republic of Uzbekistan” was also discussed.

The renewed Constitution defines new norms for the assignment of new powers to the Constitutional Court of the Republic of Uzbekistan and the determination of the term of office of its judges. The law unconditionally recognizes the supremacy of the Constitution of the Republic of Uzbekistan in the new edition and regulations, has the highest legal force throughout the country, direct action, and ensures constitutional legality in the activities of state bodies.

The document provides that the Constitutional Court of the Republic of Uzbekistan issues a conclusion on the compliance with the Constitution of the Republic of Uzbekistan of the issues submitted to the referendum of the Republic of Uzbekistan and also that the judges of the Constitutional Court of the Republic of Uzbekistan are elected for a ten-year term without the right to re-election.

On the same day, the draft law “On introducing amendments and addenda to the Law of the Republic of Uzbekistan “On Metrology” in connection with the involvement of the private sector in the verification of measuring instruments” was considered.

It is known that improving the standardization, metrology, and certification system and the systematic introduction of international standards in these areas is an urgent issue. Therefore, significant work is being carried out in this direction. In this, strengthening the legal base of the work is also essential.

This document introduces amendments and additions to the Law of the Republic of Uzbekistan “On Metrology”, providing for the provision of services for the verification of measuring instruments by metrological services of legal entities that are not republican executive authorities and economic management bodies, approval by the Cabinet of Ministers of the Republic of Uzbekistan of a list of groups of measuring instruments, measurement results which are of national importance, as well as the separation of the functions of metrological control and state metrological supervision.

It was noted that the law creates favorable conditions for developing private entrepreneurship in metrology and an environment of active competition.
